Experience

Mr. Dyson joined the law firm of Duncan, Weinberg, Genzer and Pembroke on January 1, 2002. His practice areas include commercial and government contract law, energy law and economic regulation, environmental law, administrative law and litigation. He has experience in electric and natural gas regulatory matters before the Federal Energy Regulatory Commission, state commissions and the federal courts. Mr. Dyson also has experience in telecommunications law and in international energy deregulation and reform (working on behalf of an Eastern European government in assisting in the drafting of energy deregulation legislation).

Mr. Dyson has worked with municipal and commercial clients to develop multimillion dollar energy projects. Mr. Dyson has considerable experience working with renewable energy developers, including biomass, wind, solar, and ethanol. He has drafted and negotiated commercial gas and power purchase agreements, including the standardized models supplied by Edison Electric Institute, International Swaps and Derivatives Association, Inc, and North American Energy Standards Board (formerly Gas Industries Standards Board).

Mr. Dyson is a former employee of the Federal Energy Regulatory Commission, serving as a law clerk to Administrative Law Judges. In that position, he assisted in all phases of the hearing process in electric rate proceedings, merger proceedings and natural gas pipeline rate proceedings.

Mr. Dyson is also a former federal government contracting officer with the Department of Navy’s Office of Special Projects and the Federal Energy Regulatory Commission. During his term with the Department of Navy, Mr. Dyson served as Acting Chief of Acquisition and Resource Management for the White House Situation Support Staff within the National Security Council. Mr. Dyson utilizes this experience to assist clients, including Energy Service Companies (ESCOs), in contracting with the Federal Government.
