Experience
Prior to joining Duncan, Weinberg, Genzer & Pembroke, P.C., in 1993, Ms. Shonkwiler worked for two large law firms in Washington, D.C., McKenna and Cuneo and Hale and Dorr, where she specialized in environmental law. As part of her practice she counseled clients and negotiated with federal and state agencies on a broad range of hazardous and solid waste compliance issues, including hazardous waste identification, land disposal restrictions, corrective action under the Resource Conservation and Recovery Act ("RCRA") and Superfund cleanups. She has also commented on behalf of industry on several RCRA regulations, including EPA's recent proposal to change the hazardous waste identification system.
Ms. Shonkwiler's practice has included counseling clients on issues under the Toxic Substances Control Act ("TSCA"), the Federal Insecticide, Fungicide, and Rodenticide Act ("FIFRA"), the Clean Water Act ("CWA"), the Clean Air Act ("CAA") and the Occupational Safety and Health Act ("OSHA"). In the TSCA area, she has counseled clients on PCBs, biotechnology, asbestos and adverse effects reporting issues. Under FIFRA she has advised clients on adverse effects reporting, groundwater policy, biotechnology issues and First Amendment issues relating to pesticides. Ms. Shonkwiler has also advised clients on compliance with EPA's new stormwater regulations under the Clean Water Act.
Ms. Shonkwiler also specializes in cable television and telecommunications issues, representing municipalities in a variety of issues related to cable regulation, leasing fiber optic lines and development of data transmission services.
Since joining Duncan, Weinberg, Genzer & Pembroke, P.C., she has continued to practice in the environmental area, with particular emphasis on issues affecting municipalities and municipal utilities, including compliance with the National Environmental Policy Act, federal and state wetland issues and EPA's new Clean Air Act rules.
