Experience

Mr. Adrian is an Associate with Duncan, Weinberg, Genzer & Pembroke, P.C. His practice areas include the energy, telecommunications, and environmental fields.

Since joining the firm, Mr. Adrian has counseled clients in complying with new Federal Energy Regulatory Commission regulations stemming from the Energy Policy Act of 2005. In serving as counsel for electric cooperatives located in Illinois and Wisconsin, Mr. Adrian has represented the interests of small entities within the Midwest Independent Transmission System Operator footprint, including the transition to a central Ancillary Services Market within that ISO. He has also advised clients in the transition of the California energy markets under the California Independent System Operator as well as the creation of mandatory Reliability Standards under the North American Electric Reliability Corporation. In state and local regulatory matters, Mr. Adrian has assisted clients with questions relating to cable franchise agreements, and he has assisted clients navigate the New York State Department of Conservation’s State Environmental Quality Review Act requirements.

In law school, Mr. Adrian served as the Editor in Chief of the Administrative Law Review. While a student at the Washington College of Law, Mr. Adrian monitored compliance with federal wireless regulations as a law clerk at the Federal Communications Commission and, as a summer associate at the firm, assisted senior attorneys as they represented clients before the Federal Energy Regulatory Commission, the Environmental Protection Agency, and numerous state regulatory bodies. Through his service as an intern to Judge Mary Ellen Coster Williams of the United States Court of Federal Claims, Mr. Adrian also gained exposure to complex government contract litigation.

Prior to law school, Mr. Adrian worked in nonprofit development for several educational institutions serving Chicago’s Mexican-American neighborhood of Pilsen.
