Experience

Mr. Gray joined Duncan, Weinberg, Genzer & Pembroke, P.C. in April 2008, where he focuses on energy, utility, and administrate law. Mr. Gray regularly assists in representing the Firm’s California municipal clients with issues related to the California Independent System Operator, including stakeholder processes and ratemaking, rulemaking, and tariff proceedings before the Federal Energy Regulatory Commission. He also focuses on representing the Firm’s state utility commission clients in federal regulatory matters. In this role, Mr. Gray participates in proceedings before the Federal Energy Regulatory Commission and related Federal courts involving natural gas transportation, storage, certificate, and rulemaking proceedings, and matters related to transmission, energy, capacity, and ancillary services in PJM. In addition to his primary areas of focus, Mr. Gray also assists in representing a wide range of the Firm’s clients in matters related to project development, LNG, and litigation.

Prior to joining DWGP, Mr. Gray served as Litigation Counsel for the Kansas Corporation Commission, where he represented the Commission in electric and gas matters before the Federal Energy Regulatory Commission, the Southwest Power Pool, the Kansas Legislature, the Kansas Court of Appeals, and various Kansas district courts. Mr. Gray also represented the KCC’s technical staff in administrative litigation before the three-commissioner panel. In this capacity, he focused on electric and gas rate cases, mergers and acquisitions, and transmission.
